Heat oil in a saucepan over moderate heat. Add ginger, garlic, and onion. Cook for at least 3 minutes. Add beef, broccoli, and pepper. Now, cook for 5 minutes. Mix honey, lemon, soy sauce, and ground pepper in a small bowl. In another small bowl, mix starch with half of the water. Add the rest of the water to soy mixture in the saucepan, apply heat and stir for 10-15 minutes. Do not stop until the vegetables are well cooked with a crispy appearance. Add the cornstarch mixture to make it thick. Depending on individual preference, you can either serve it with a steamed rice or quinoa.
